The Administration is responsible for ensuring the efficient, effective, and sustainable operation of BTU through the strategic management of human, financial, physical, technological, and other administrative resources. It coordinates the implementation of the University’s strategic plan, oversees the development of the Strategy Execution System, monitors strategic initiatives, projects, and key performance indicators (KPIs), and supports data-driven reporting and evidence-based decision-making. In addition, the Administration promotes organizational effectiveness through continuous business process improvement, the enhancement of administrative services, and the effective management of the University’s infrastructure, physical assets, and campus facilities, contributing to the creation of a safe, inclusive, comfortable, and sustainable learning and working environment.
To enhance the effectiveness of BTU’s operations, the Administration, in collaboration with the University’s structural units, is progressively integrating Artificial Intelligence (AI)-enabled systems across all administrative and academic units. This initiative supports process automation, enhances service quality, promotes data-driven decision-making, strengthens institutional effectiveness, facilitates the implementation of the University’s strategic objectives, and contributes to the advancement of the United Nations Sustainable Development Goals (SDGs).
The aim of the faculty is to provide access to world-renowned, up-to-date education, training of competitive and highly qualified specialists at the undergraduate, graduate and doctoral levels, creating a student-centered academic environment, ensuring academic freedom and ensuring student competitiveness in the international employment market.
Artificial intelligence (AI) is a tool that will facilitate the effectiveness of quality assurance, simplifying and accelerating the process of searching for and processing various data/information, which in turn will create conditions for making data-based decisions quickly. The main areas of AI use at the initial stage are:
- Analysis and development of higher education programs
- Monitoring the syllabi of program components: checking the compliance of syllabi with national and international standards.
- Labor market research: analyzing vacancies and comparing BTU programs with real labor market requirements,
- Best practices: analyzing best practices in the international educational space, comparing BTU programs with requirements in the international educational space.
- Detecting duplication in program components: identifying overlaps between the content of program components (courses, etc.).
- Stakeholder Attitude Analysis
- Survey Results Processing: AI analyzes feedback from program providers, graduates, students, and employers in seconds, grouping and summarizing stakeholder attitudes (positive, negative, neutral), frequently recurring problems and complaints, and analyzing them.
- Monitoring program completion rates and students’ academic achievements
- Program completion and component completion: Analysis of key trends in both program and component completion (decrease, increase, etc.), trends in deviations from the tolerances (e.g., excessively high or low scores), and risks and assessments related to possible reductions in program and component completion.
- Self-Evaluation process
- Documentation preparation: Generation of initial drafts of self-evaluation reports for both internal and external evaluations (authorization, accreditation).
- Deficiency identification: Verification of documents prepared for internal and external evaluations (relevance of information, sufficiency, etc.) and identification of deficiencies.
The function of the Learning Process Management Service is to organize the implementation of BTU higher education programs and to administer the learning process, to provide the necessary organizational, informational and technical support for the full implementation of the learning process.

The Department of Development and International Relations cooperates with leading universities and institutions around the world to support the internationalization process of Business and Technology University and to integrate students and staff into the international educational space.
The aim of the Department is to work with donor organizations and secure grant funding for the implementation of projects that contribute to the development of the university, as well as the country’s education system and economy in general, including in terms of promoting social and corporate responsibility.
The Research Center of Business and Technology University focuses on research in the fields of digital economy, artificial intelligence, public administration, digital entrepreneurship, and digital technologies.

The Entrepreneurship Center gives all startups in the country, small and medium entrepreneurs the opportunity to participate in the Center’s programs. Startup butchemps, trainings, workshops, hackathon, acceleration programs, regional entrepreneurship research, providing access to entrepreneurs’ finances, creating the first Georgian textbook in entrepreneurship and supporting digital enterprises are the announced activities of the center.

The Finance Department of Business and Technology University (BTU) is responsible for the effective management of the University’s financial resources, accounting operations, financial stability, and transparency.
In line with the University’s strategic vision, Artificial Intelligence (AI) technologies are being gradually integrated into the Department’s operational processes. These technologies support financial data analysis, budgeting and financial forecasting, expenditure trend analysis, financial risk identification, automated reporting, and data-driven decision-making, contributing to greater efficiency, accuracy, and transparency in financial management.
Functions and Areas of Activity:
- Student Financial Management: Administration of tuition fees; management and recording of state grants, scholarships, and internal funding; AI-assisted management of personalized payment schedules.
- Budgeting and Forecasting: Planning and management of the university budget; expenditure control; automated comparative analysis of actual financial performance against planned targets.
- Procurement and Financial Settlements: Processing payments with partners and suppliers; application of intelligent systems to procurement and financial document workflow.
- Financial Advisory Services: Providing financial guidance and consultation to students, as well as academic and administrative staff.
The Human Resources Management Office is responsible for the effective management of BTU’s human capital by supporting the University’s strategic objectives through the attraction, recruitment, selection, development, evaluation, and retention of qualified personnel. The Office manages employee recruitment and onboarding processes, plans and implements professional development, reskilling, and upskilling programs, develops performance evaluation systems, supports career development, administers employment relations, and continuously improves human resource management processes. In addition, the Office ensures that human resource management practices comply with higher education authorization and academic program accreditation standards, quality assurance principles, and the University’s internal regulations.
To enhance the effectiveness of human resource management processes and in line with BTU’s strategic priorities, the Office promotes the integration of Artificial Intelligence (AI) and the adoption of modern technologies across HR functions by establishing an AI-Ready workforce development framework. This framework includes the development of employees’ AI competencies, the implementation of reskilling and upskilling initiatives, the gradual introduction of AI competency assessment and certification mechanisms, and the promotion of the responsible, ethical, and effective use of Artificial Intelligence throughout the University. This approach contributes to the continuous professional development of employees, compliance with the University’s authorization and accreditation standards, the enhancement of institutional quality, and the successful implementation of BTU’s digital transformation.
The Registry Office ensures the operation of a unified, transparent, and efficient records management system at the University of Business and Technology, in full compliance with the current legislation of Georgia and applicable subordinate normative acts.
The office is focused not only on the smooth conduct of legal and administrative processes, but also on integrating modern technologies including artificial intelligence and digital tools into document flow and communication processes. This increases the efficiency, accuracy, and accessibility of records management for university staff, students, and external partners alike.
The use of AI-based tools facilitates document classification, rapid information retrieval, automation of administrative processes, and prompt customer service. In particular, the following areas are envisaged:
Automatic classification of documents and rapid retrieval of information; centralized registration of requests from staff, students, and external partners, with status tracking and timely response; automatic categorization of incoming requests and their routing to the relevant department; quality control; and process monitoring tracking of document processing deadlines and automatic reminders.
The mission of the Information Technology Department is to simplify the University’s educational and administrative processes through the use of modern technologies, including Artificial Intelligence (AI), for the benefit of the University administration, academic staff, and students.
In addition, the Department actively participates in and contributes to the University’s initiatives by integrating innovative technologies and streamlining institutional processes.
The purpose of the library service is to facilitate the ongoing teaching, scientific and research processes at the University; Ensure the improvement of the quality of teaching and research through the introduction of modern information resources; Providing university students and academic staff with scientific and educational literature in both printed and electronic formats; To create a favorable environment for the introduction of innovative processes and to ensure the involvement of society in it.
The Legal Department aims to provide legal support for BTU’s activities and protect the university’s legal interests. Specifically, the Legal Department drafts internal regulatory acts and manages memorandums of understanding and agreements to be concluded with international and local partner organizations. It also reviews disciplinary liability matters, regulates institutional operations, and ensures that decisions made at BTU comply with current Georgian legislation. Furthermore, the department reviews applications, official letters, incoming and outgoing correspondence from BTU employees, students, and other physical and legal entities, orders and decrees issued within BTU that require legal review.
To increase the efficiency of legal support, the Legal Department promotes the integration of artificial intelligence into the workflow. In addition, the Legal Department ensures the harmonization of BTU’s internal policies and regulations with the standards for the use of artificial intelligence in the educational and administrative process, which will promote the lawful, efficient and ethical use of artificial intelligence by university students and staff.
The Infrastructure Management Office is responsible for ensuring the efficient, safe, and sustainable management of BTU’s infrastructure, physical assets, modern laboratories, inventory, and equipment. The Office oversees the technical operation of the University’s buildings, campus, and surrounding facilities; plans and implements maintenance and preventive works; monitors the condition of infrastructure and institutional assets; ensures compliance with safety, sanitary, and technical standards; manages the registration and administration of inventory assets; and coordinates infrastructure development and modernization projects. In addition, the Office ensures that infrastructure management processes comply with the legislation of Georgia, higher education authorization and academic program accreditation standards, occupational health and safety requirements, environmental sustainability principles, and the University’s internal regulations.
To enhance the effectiveness of infrastructure management processes, the Office promotes the integration of a modern Facility Management System, Artificial Intelligence (AI), and other digital technologies. Furthermore, the Infrastructure Management Office is responsible for developing a digital infrastructure and asset management system, implementing the principles of Asset Lifecycle Management, establishing a QR code-based inventory tracking and monitoring system, automating the planning and monitoring of maintenance and preventive works, supporting the development of an energy-efficient and sustainable campus, and progressively implementing the Smart Campus concept. This approach contributes to the efficient utilization of resources, the reduction of operational risks, the reliable and secure operation of the University’s infrastructure, and the continuous enhancement of institutional quality.
