Zviad Gabisonia
Zviad Gabisonia is a doctor of legal sciences, a professor at the University of Business and Technology (BTU) and the head of the doctoral program of the same university – “Digital Governance and Artificial Intelligence in the Public Sector”. He is also a USAID expert in artificial intelligence law and policy, a LEPL Public Administration Bureau expert in e-government implementation issues, a LEPL Georgian Anti-Corruption Bureau expert in legal technologies, and a member of the Georgian Academy of Education Sciences and the Academy of Criminology.
For years, Zviad Gabisonia has been actively engaged in pedagogical and professional activities in the field of private (technology law, Internet law, international private law, banking law) and public (digital governance, banking supervision law, international trade law) law. He is the author of 6 books and more than 40 international and local scientific publications, speaker of more than 100 international and local conferences, participant of many scientific workshops, seminars, up to 10 international professional development events, author of scientific projects, researcher of various international and local scientific grant projects.
Zviad Gabisonia supervises doctoral students at BTU’s business administration doctoral program within the framework of the following research topics: “Impact of artificial intelligence on the quick and effective implementation of justice”, “Artificial intelligence implementation policy in road safety”, “AI transformation of ARM processes in the public sector”, “Georgia’s digital health policy and implementation strategy”.
Important activities of Zviad Gabisonia’s scientific and international activities for the purposes of the Doctoral program “Digital Governance and Artificial Intelligence in the Public Sector” of BTU are:
- Participation in international scientific conferences related to digital governance and artificial intelligence as a keynote speaker, panel participant;
- Scientific Publications;
- Scientific grant projects, including those funded by international donors;
- Consulting the Government of Georgia on issues of legal regulation of artificial intelligence;
- Consulting the LEPL Public Administration Bureau of the Government of Georgia and the LEPL Georgia Anti-Corruption Bureau on ways to overcome the challenges of implementing digital governance;
- Co-authorship of the “2024-2029 National Digital Governance Strategy” developed by the Government of Georgia;
- Co-authorship of the normative act “Ethical and Legal Standards for Implementation of Artificial Intelligence in State Services” developed by the Ministry of Justice of Georgia with the support of the USAID Economic Governance Program and the Friedrich Ebert Foundation of Germany;
- USAID National Governance Program Grant – Implementation of Digital Governance in Undergraduate and Master’s Programs in Public Administration – Lead Expert in Digital Governance and Artificial Intelligence;
- CIF Program – “Creating a Digital Database of Micromorphological Preparations and Its Use for Pathological Anatomy PhD Program Based on Innovative Modules and Artificial Intelligence Components” – Lead Expert in Ethical Issues of Artificial Intelligence;
- USAID Rule of Law Program Grant – “Justice Innovation Lab” – Establishing a Lab for Legal Technologies – Project Leader;
- US Embassy Alumni Grant – GenZ Smart Academy – Winter School (Artificial Intelligence, Cybersecurity, and Cyber Hygiene) – Project Leader;
